This activity turns the CHECK000 decisions into a practical authoring baseline: one self-contained HTML proposal is canonical, Markdown remains a supported fallback, and the older dual-file route is deprecated for new work. The implementation completed two internal cycles, a clean Main Consultant audit, and the authorized external assurance path. The remaining decision is the HDO’s activity closeout on the same package.

  • Land a reusable template with the accepted v0.9.5 visual and interaction skeleton, responsive behavior, strict CSP, and non-persisting controls.
  • Close AC005 after the HDO act, authorized merge, and merge-hash-bound #325 ledger.

Intentionally does not

  • Activate the reserved proposal_level=detail altitude or reopen CHECK000 decisions.
  • Delete or rewrite historical dual-file proposals, the accepted v0.9.5 control, frozen Analysis, or standards.
  • Execute AC007/#500 family normalization, AC009/#502 gate-disposition subtype work, or #513 context-governance.
  • Create a second PR, separate Markdown GDPP, or default independent GATE001 Reviewer.

These controls are view-only and advisory. Nothing is submitted, persisted, or sent. The recommended outcome reflects the completed evidence; the HDO retains all four gate dispositions.

Exact approval semantics: the HDO posts an unambiguous GATE001 instruction/comment on PR #545. For accept-and-close, that durable act authorizes the exact package merge. After merge, the #325 ledger binds the merge hash, QA surface, and terminal activity closeout.

What does not count: checking every row, selecting a card, copying the note, opening the staging page, CHECK001’s continue, or an advisory review verdict. This view alone approves nothing.
